Neither!  For the 2008 Audit and all subsequent audits, the WebAudit has replaced Epi Info as the method of data entry, cleaning and reporting.

However, for diehard Epi Info users, the AUDIT09 files will become available for the DOS version of Epi Info, as they have been in the past.  The preferred method for report generation and data transmission is the WebAudit.  The Epi Info audit files are for supplemental analyses only and their release will be delayed in order to minimize confusion with people getting started with the WebAudit.  In order to use the files, the DOS version of Epi Info must be installed on your computer.  To download installation instructions and a free set of installation files, go to Get Epi Info.
